Duties & Responsibilities:

  • Excellent knowledge and experience of all relevant health and safety legislation, approved codes of practice and industry guidance to ensure and provide reassurance that the Department of Estates is fully compliant and to identify any areas of compliance vulnerability and risk and develop and implement action plans to resolve issues.
  • Take a lead role (acting as the second line of defence in line with the University assurance model) liaising closely with internal colleagues to audit compliance of the University estate and processes to ensure they comply with all legislation, University policy and arrangements as per the Assurance Programme.
  • Investigate and report on findings connected to accidents and breaches of health and safety legislation and compliance by in-house staff, consultants and contractors as required. Maintain a detailed log and audit trail. Develop actions and lessons learnt and, where required, be involved in implementing them proactively.
  • Review compliance paperwork as directed for the maintenance and refurbishments works relating to off campus properties and ensure that contractors follow University policies, procedures and code of conduct.
  • Support the updates of student handbooks, students, staff and family landlord tenancy agreements and tenant guidance relating to property compliance.
  • Produce weekly, monthly, quarterly and annual compliance progress reports and statistics as directed for the senior management team.
  • Input into the vetting and selection of frameworks consultants and contractors in respect of health and safety and compliance. Monitor and plan for changes in health and safety and compliance legislation that will affect the Estates Department and the operations associated with our activities and remit.
  • To manage and coordinate the University Permit to Work and Access System for contractors, departments and for specific activities carried out by Estates staff to ensure that work involving risk assessment, authorisation and monitoring arrangements for certain hazardous activities is fully controlled and in place.
  • Support senior management team with managing business continuity, incident management planning and risk management.

Skills & Experience:

  • Degree, HNC or similar in construction or facilities management or extensive construction experience
  • Working towards a chartered/ Professional membership of relevant organisations e.g. RICS/CIBSE/CIOB/BIFM/IENG
  • Experience of working in a large, multi-site organisation
  • Experience carrying out building audits, inspections and reports
  • Knowledge and experience of all relevant Health and Safety legislation, approved codes of practice and industry guidance
  • Knowledge and technical ability of ensuring certificates and reports relating to statutory compliance is correct and fully in place for leased, managed and owned properties to protect the University
  • Problem solving abilities to be able to select and recommend solutions
  • Ability to plan and prioritise workload and time
  • Excellent verbal communication, influencing, written and IT skills in reporting and auditing which will influence change and use them to prepare reports and presentations
  • Ability to produce, deliver and interpret complex technical audit and compliance reports
  • Ability to liaise confidently with staff and third parties (stakeholders/ students/ contractors/ consultants/ landlords) at a variety of levels across the University and externally.
  • Ability to promote a strong culture of health, safety and compliance through face-to-face engagement
  • Able to demonstrate a flexible approach to working and a clear commitment to service delivery and customer care

Desirable

  • Health and Safety qualification, NEBOSH National Certificate or equivalent
  • Working with leasehold property and managed portfolios
  • Knowledge of the statutory inspections reporting systems
  • Knowledge of permit to work and access system
