Research Services is part of the University Administration and Services (UAS) division and works in partnership with academic divisions, departments, and faculties. It has a broad remit to support the University’s researchers by providing expertise, strategic insight, research funding acquisition, contract negotiation, and innovation and engagement initiatives.
The Innovation and Engagement team in Research Services builds partnerships with businesses, communities, and regional organizations, supporting Oxford's innovation ecosystem through enterprise, Intellectual property (IP) management, commercialisation, and public engagement.
The Public Affairs Manager (Research & Innovation) will lead on the development and implementation of strategies that support the University’s knowledge exchange and innovation activities, advancing Oxford’s reputation through regional, national, and global engagement, and promotion of its research impact.

About the Role
This role, based within Research Services’ Innovation and Engagement team, offers a unique opportunity to develop and execute public affairs strategies that highlight Oxford's research and innovation achievements. You will be responsible for shaping initiatives that amplify the impact of the University’s knowledge exchange (KE) activities and enable meaningful engagement with key stakeholders, including government bodies, businesses, and the wider community.
Key responsibilities include managing strategic campaigns, coordinating communications, and delivering impactful events that enhance the University’s reputation as a leader in KE and innovation. The role involves significant collaboration with internal and external stakeholders, requiring a proactive and strategic approach to align engagement efforts with the University's goals.
The position also includes managing team members and overseeing projects, ensuring high-quality delivery and measurable outcomes. It provides a platform to influence policy, strengthen partnerships, and contribute to building an inclusive and sustainable innovation ecosystem.
About You
The ideal candidate will have proven experience in public affairs, preferably within a university or research-focused environment, and a strong track record of developing effective stakeholder engagement strategies. The ability to clearly communicate complex ideas across various channels is essential.
You will be skilled in project management, including planning, budgeting, and executing campaigns, as well as collaborating with diverse teams. Strong decision-making abilities and experience in providing expert advice to senior leadership are key. Additionally, the role requires experience in line management and fostering a collaborative, high-performing team culture. A solid understanding of higher education and the societal impact of innovation will be an advantage.
