Hamad Bin Khalifa University (HBKU), a member of Qatar Foundation for Education, Science, and Community Development (QF), was founded in 2010 to continue fulfilling QF’s vision of unlocking human potential. HBKU is a homegrown research-intensive University offering undergraduate and graduate degrees that acts as a catalyst for positive transformation in Qatar and the region while having a global impact.

Doha is the home of Education City (https://www.qf.org.qa/education/higher-education), a dedicated campus devoted to research and education. In addition to HBKU, Education City hosts other academic institutions, including Weill Cornell Medicine-Qatar, Carnegie Mellon University in Qatar, VCUarts Qatar, Northwestern University in Qatar, Georgetown University in Qatar, and HEC Paris in Qatar. Education City has significantly contributed to the development of post-secondary education and cultural growth in Qatar. 

About the College 

Hamad Bin Khalifa University (HBKU) established the College of Public Policy in 2019. The College has two degrees (Master of Public Policy and Master of Social Policy and Program Evaluation) and Executive Programs (in collaboration with Graduate Institute of International and Development Studies in Geneva). The College works to empower the next generation of ethically grounded public leaders in Qatar and beyond. Students are given an inclusive and diverse learning environment that promotes a culture of excellence, integrity, respect, and fairness.  All faculty members are research active with broad agenda addressing national and global challenges and policy priorities.

The Master of Public Policy (MPP) program is accredited by the European Association for Public Administration Accreditation (EAPAA) for the 2024-2030 period. It is the first MPP program in the Gulf region and the second MPP program in the Middle East and North African (MENA) region to earn such a prestigious recognition. It has also applied for accreditation from both the International Commission on Accreditation of Public Administration (ICAPA) and the Network of Schools of Public Policy, Affairs, and Administration (NASPAA). The College is exploring developing new master programs (e.g. global health policy and post-war recovery) as well as a PhD program.

Key Responsibilities 

The Dean will provide visionary leadership for the College, guiding it toward achieving its academic and research objectives while contributing to HBKU’s strategic plan and focus areas. The successful candidate will also drive CPP initiatives to support and contribute to effective policy development towards implementing the Qatar National Vision 2030, which focuses on economic development, human development, social development, and environmental development. The key responsibilities of the Dean are to: 

  • Develop and implement the College’s strategic vision and goals, ensuring alignment with HBKU’s overarching strategic plan and focus areas.
  • Oversee and enhance the College’s academic programs to meet the evolving needs of students and society.
  • Promote and support innovative research initiatives and interdisciplinary collaboration across HBKU and within Qatar Foundation's Education City.
  • Recruit, support, and retain a diverse and high-caliber faculty.
  • Cultivate strong relationships with external stakeholders (e.g., alumni, government bodies, collaborating institutions, and industry partners).
  • Lead on the development of a PhD program with the support of other senior faculty members. 

Qualifications 

  • PhD or equivalent in Public Policy or Public Administration or a related field.
  • Have earned the rank of Full Professor at an established, well-recognized university.
  • Proven experience in academic leadership, including successful administration, program development, and strategic planning.
  • A strong record of policy leadership, scholarly research and publications.
  • Able to lead in addressing local, regional, and global challenges.
  • A track record of engaging and collaborating with stakeholders.
  • Knowledge of the region is desirable, Arabic language is an asset.

Remuneration

HBKU offers an attractive compensation package that includes a tax-free salary and additional benefits such as an accommodation allowance, annual paid leave, and medical insurance.
