Job description

This is a fantastic opportunity for the right individual to be part of the Registry team of a new challenger brand in higher education. You will bring your professional experience and rigorous approach to assuring and enhancing academic quality and standards to develop the quality management and regulatory framework and underpinning registry functions to Corndel College London (CCL). As the Assistant Registrar (Quality and Regulatory Compliance) you will be core to the operation of our academic quality assurance functions. You will support the Academic Registrar through the development of effective regulations, policies and processes, management of academic governance arrangements and leadership of quality enhancement projects. As the post holder you will act as a source of advice for all staff on academic quality, enhancement and regulatory compliance matters and be a specialist authority on sector good practice in these areas.

You will have excellent knowledge and understanding of the UK HE sectors context and its implications for policies, regulations procedures and systems. Excellent knowledge and experience of quality and standards and compliance with external requirements will be key to enabling CCL to establish itself as a challenger brand in higher education.

Responsibilities include:

  • Reporting to CCL’s Academic Registrar, you will:
  • Support the Academic Registrar in ensuring that CCL meets the conditions of registration with the Office for Students and the requirements of other regulatory and professional bodies. This includes the preparation for and management of any audit and review visits from these bodies.
  • Review, develop, maintain and enhance CCL’s framework of academic policies, procedures and regulations in accordance with sector guidance (e.g. OFS, ESFA, OIA guidance) and sector good practice.
  • Monitor output from the QAA, OfS, OIA, UUK and other relevant bodies (e.g. in relation to Subject Benchmark Statements, the Framework for HE qualifications, Quality Code and OfS conditions of registration), and recommend and implement changes to regulations and procedures, where necessary, to ensure compliance with the relevant requirements. 
  • Work proactively and in partnership with other Registry staff, programme management teams, and with colleagues within the Degree Apprenticeship Administration teams as well as the wider Corndel Team to ensure that interdependent quality assurance systems and processes are seamlessly coordinated within CCL and in line with the expectations of multiple regulators (OfS, ESFA, Ofsted etc.)
  • Work with programme management teams, the Academic Registrar and the Corndel Excellence function to ensure that the quality assurance framework is implemented within the programmes including the requirements for annual programme evaluation, external examining and validation/revalidation. This will include the provision of high-level reports for the programmes and relevant committees on the outputs of quality assurance processes, identifying any actions required and making recommendations (where appropriate).
  • Act as a source of expert advice and guidance to all staff on academic quality assurance procedures, external compliance requirements, sector guidance and good practice.
  • Collaborate with colleagues in the preparation of institution submissions such as for the Teaching Excellence and Student Outcomes Framework.
  • Produce regular reports relating to the outcomes of quality assurance mechanisms for senior academic committees and the Board of Governors. 
  • Ensure that academic committees operate to institutional standards and to act as secretary to academic Board of Governors committees, as necessary
  • Ensure effective communication with our validating partners for Degree Apprenticeships
  • In line with CMA, develop strategies for the maintenance and enhancement of student information, e.g. student handbooks, regulations and procedures focussing on the impact on the student experience and regulatory compliance. 
  • Take a leading role in the development of Registry’s practices relating to student feedback and engagement. 
  • Lead on the day-to-day management of the student cases such as disciplinary, complaints and appeals processes.
  • Work with colleagues to ensure that published information is regularly maintained across different media and is compliant with consumer protection legislation and OfS requirements.
  • Be proactive in identifying and escalating areas of risk to the student experience or CCL’s reputation. 
  • Together with colleagues within Corndel and the Academic Registrar, play a key role in the review and development of student induction activities and information across CCL.
  • Oversee the review and yearly update of the Student Handbook and academic related policies and regulations review/development, as necessary.
  • Maintain up to date knowledge of Data Protection and Freedom of Information requirements and provide training and support to the team when policies change and/or issues arise. 
  • Undertake any other duties or tasks as may be, from time to time, reasonably required. This may include support for graduation activities and the contribution to the broader work of the Registry Team.

Qualifications and Knowledge 

  • Educated to degree level or equivalent and commitment to continuing professional development Essential    
  • Excellent knowledge of the national quality assurance framework as well as regulatory and statutory environment/requirements Essential 
  • A clear understanding of the complexity of Higher Education in relation to (i) student learning, (ii) maintenance of academic quality and standards and associated risks, (iii) the broader student experience and (iv) evolving and complex implications of the external national and international quality assurance environment Essential

Experience

  • Previous experience of working in a higher education institution with an emphasis on quality assurance and enhancement and academic governanceEssential                      
  • Experience of managing a quality audit, validation process or other review process by an external body. Desirable                                     
  • Experience of developing higher education policies, regulations and procedures relating to students Essential                                                                                                          
  • Experience of producing high quality written reports. Essential                                                                                                                                                                               
  • Experience of designing and delivering training Desirable                                                                                                                                                                           
  • Experience of undertaking investigations and managing student casework relating to complaints and academic appeals. Essential                                                         
  • Experience of committee support and servicing (including minute writing, report writing and presentation). Essential                                                               
  • Experience of working with a range of people and stakeholders, at different levels, within an organisation. Essential
