The Strategy & Planning Directorate is seeking to appoint a Policy Officer whose remit will be to contribute to the further development and growth of our Governance and Public Policy capabilities throughout the University of Strathclyde, helping to support the senior management and governing body of the University.

The post-holder will be a key member of a dynamic Governance and Public Policy team whose aim is to provide high quality governance, and policy support, advice and information to the University’s senior management. The team carry out policy analysis, and liaise with the University’s key external partners, including the Scottish Funding Council.

The postholder will work on a variety of projects, including league table analysis & data collation; support of key governance committees; co-ordination of a range of internal & external reporting; co-ordinate the annual planning cycle; support the University Fees Policy and monitor policy developments in the Scottish & UK higher education sectors.

The Policy Officer will also provide support to the Joint Heads of Governance, and the Senior Policy Officer, by providing Secretariat support to a range of high-level groups. The Governance and Public Policy team support the University Court, Executive Team, Performance Development Group, Audit and Risk Committee, Fees Strategy Group, and Safeguarding Committee.

Reporting to the Senior Policy Officer, and working closely with colleagues across the Directorate, the post-holder will contribute to the University’s strategic and annual planning processes, assist with the collation, analysis and interpretation of performance measurement information, and assist with the tracking and analysis of policy.

The successful candidate will possess strong written and verbal skills, be confident working with data, have a strong eye for detail, be able to influence others, have excellent organisational, communication and drafting skills, understand the importance of good governance, maintain strong levels of confidentiality, and demonstrate an excellent standard of personal responsibility and initiative consistent with the grade of the post.

The post-holder is expected to deliver all aspects of policy and governance related tasks, using their sector knowledge and skills to take on specific projects and focus on these in a dedicated way.

The post holder will possess good interpersonal and communication skills, including the ability to express information succinctly and clearly, both in writing and verbally, to a wide and varied audience, and ability to influence senior stakeholders.

Working closely with the Senior Policy Officer, the post holder is expected to contribute to policy implementation and to help influence University positions through advising on the impact of policy/legislative change and implementation in their specific area of work.

These responsibilities are delivered in the context of University’s strategic priorities, plus policy developments in the Scottish and UK higher education sectors and wider environment.

The post is available on a full-time basis however consideration will be given to applicants seeking part time/flexible working arrangements.
