We are seeking a highly experienced and knowledgeable care professional to support the development of national guidance on health and care technologies in Wales by chairing the HTW Appraisal Panel.

This post offers the opportunity to work at a national level supporting evidence-informed decision making on the adoption of medical technologies in health and care settings by chairing a multidisciplinary panel of health and care professionals.

Health Technology Wales (HTW) is a health technology assessment organisation funded by Welsh Government and hosted by Velindre University NHS Trust. It supports a strategic, national approach to the identification, appraisal and adoption (including disinvestment) of non-medicine health technologies into health and care settings. This includes medical devices, surgical procedures and a range of other interventions such as psychological therapies and rehabilitation.

HTW aims to present a balanced and impartial critical appraisal and summary of the evidence about a health or care technology, using processes based on scientific rigour and wide stakeholder engagement. HTW supports health and care systems in Wales in developing a common understanding of “value” and delivering authoritative evidence-based advice. This informs the planning and decision making processes in Wales and improves patient lives.

The Appraisal Panel is an advisory group that considers the strength of critically appraised evidence and associated uncertainties in the context of health and care in Wales.  Discussion may include issues such as safety, effectiveness, cost-effectiveness, organisational aspects and patient and carer considerations, informed by topic specific expert input. The Appraisal Panel will also help HTW with identification of national priority topics, evaluation of uptake of evidence-based advice and facilitate engagement with stakeholders. Its members include representatives from the local NHS health boards, national peer groups in NHS Wales, social care organisations and other key stakeholders including patient, carer and public representatives, academics and industry.  

We are seeking an outstanding care professional to lead the work of the HTW Appraisal Panel.

This post offers the opportunity to work at a national level supporting evidence-informed decision making on on the adoption of medical technologies in health and care settings across Wales by

  • Contributing to the strategic direction of HTW to ensure it reflects Welsh health and care priorities.
  • Chairing the Appraisal Panel to ensure appropriate discussion, clear decision-making, and transparency of process in the development of evidence-informed national guidance for Welsh health and care systems.
  • Supporting HTW staff to finalise HTW outputs and ensure clear communications with stakeholders.
  • Leading stakeholder engagement to develop the reputation of HTW and encourage buy-in of health and care organisations.

You will have experience of chairing multidisciplinary groups, expertise and interest in the field of health technology assessment and health policy and the ability to lead, influence and motivate all HTW stakeholders.

This position requires a commitment of 4 days per month for the period 31st March 2025 to 31st March 2027. This may be renewed by mutual agreement after this initial term.

The remuneration for this role is £337 per day.

HTW is based in Cardiff however, the majority of the role can be undertaken remotely.

Rydym yn chwilio am weithiwr gofal proffesiynol hynod brofiadol a gwybodus i gefnogi datblygiad canllawiau cenedlaethol ar dechnolegau iechyd a gofal yng Nghymru drwy gadeirio Panel Arfarnu HTW.

Mae’r swydd hon yn cynnig y cyfle i weithio ar lefel genedlaethol i gefnogi penderfyniadau ar sail tystiolaeth ar fabwysiadu technolegau meddygol mewn lleoliadau iechyd a gofal drwy gadeirio panel amlddisgyblaethol o weithwyr iechyd a gofal proffesiynol.

Sefydliad asesu technoleg iechyd yw Technoleg Iechyd Cymru (HTW) a ariennir gan Lywodraeth Cymru ac a letyir gan Ymddiriedolaeth GIG Prifysgol Felindre. Mae’n cefnogi dull strategol, cenedlaethol ar gyfer nodi, arfarnu a mabwysiadu (gan gynnwys dadfuddsoddi) technolegau iechyd nad ydynt yn feddyginiaethau mewn lleoliadau iechyd a gofal. Mae hyn yn cynnwys dyfeisiau meddygol, gweithdrefnau llawfeddygol ac ystod o ymyriadau eraill megis therapïau seicolegol ac adsefydlu.

Nod HTW yw cyflwyno arfarniad beirniadol cytbwys a diduedd a chrynodeb o’r dystiolaeth am dechnoleg iechyd neu ofal, gan ddefnyddio prosesau sy’n seiliedig ar fanylrwydd gwyddonol ac ymgysylltiad eang â rhanddeiliaid. Mae HTW yn cefnogi systemau iechyd a gofal yng Nghymru i ddatblygu dealltwriaeth gyffredin o “werth” a darparu cyngor awdurdodol yn seiliedig ar dystiolaeth. Mae hyn yn llywio’r prosesau cynllunio a gwneud penderfyniadau yng Nghymru ac yn gwella bywydau cleifion.

Grŵp cynghori yw’r Panel Arfarnu sy’n ystyried cryfder tystiolaeth a arfarnwyd yn feirniadol a’r ansicrwydd cysylltiedig yng nghyd-destun iechyd a gofal yng Nghymru. Gall trafodaeth gynnwys materion fel diogelwch, effeithiolrwydd, cost-effeithiolrwydd, agweddau trefniadol ac ystyriaethau o ran cleifion a gofalwyr, wedi’u llywio gan fewnbwn arbenigol pwnc-benodol. Bydd y Panel Arfarnu hefyd yn helpu HTW i nodi pynciau blaenoriaeth cenedlaethol, gwerthuso’r nifer sy’n manteisio ar gyngor seiliedig ar dystiolaeth a hwyluso ymgysylltu â rhanddeiliaid. Mae ei aelodau’n cynnwys cynrychiolwyr o fyrddau iechyd lleol y GIG, grwpiau cymheiriaid cenedlaethol yn GIG Cymru, sefydliadau gofal cymdeithasol a rhanddeiliaid allweddol eraill gan gynnwys cynrychiolwyr cleifion, gofalwyr a’r cyhoedd, academyddion a diwydiant.

Mae’r swydd hon yn cynnig y cyfle i weithio ar lefel genedlaethol i gefnogi penderfyniadau ar sail tystiolaeth ar fabwysiadu technolegau meddygol mewn lleoliadau iechyd a gofal ledled Cymru drwy

  • Gyfrannu at gyfeiriad strategol HTW i sicrhau ei fod yn adlewyrchu blaenoriaethau iechyd a gofal yng Nghymru
  • Cadeirio’r Panel Arfarnu i sicrhau trafodaeth briodol, gwneud penderfyniadau clir, a thryloywder proses wrth ddatblygu canllawiau cenedlaethol ar sail tystiolaeth ar gyfer systemau iechyd a gofal yng Nghymru
  • Cefnogi staff HTW i gwblhau allbynnau HTW a sicrhau cyfathrebu clir gyda rhanddeiliaid
  • Arwain ymgysylltu â rhanddeiliaid i ddatblygu enw da HTW ac annog sefydliadau iechyd a gofal i gymryd rhan

Bydd gennych brofiad o gadeirio grwpiau amlddisgyblaethol, arbenigedd a diddordeb ym maes asesu technoleg iechyd a pholisi iechyd a’r gallu i arwain, dylanwadu ar, ac ysgogi holl randdeiliaid HTW.

Mae’r swydd hon yn gofyn am ymrwymiad o 4 diwrnod y mis ar gyfer y cyfnod rhwng 31 Mawrth 2025 a 31 Mawrth 2027. Gellir adnewyddu hyn trwy gytundeb ar y cyd ar ôl y tymor cychwynnol hwn.

Y gydnabyddiaeth ariannol am y rôl hon yw £337 y diwrnod.
