This is a one-year fixed term appointment, with extension subject to further funding.                       

The Grantham Research Institute on Climate Change and the Environment has established a new Centre for Economic Transition Expertise (CETEx) focused on leveraging, strengthening and amplifying research, and developing well targeted policy analysis and other outputs, by convening policymakers, and by providing technical support, assistance and capacity-building. This new Centre will support the reforms necessary to deliver sustainable, inclusive and resilient economies and financial systems across Europe. For this Centre, we seek to appoint an experienced Policy Fellow to co-lead programmes and projects on the role of economic and fiscal authorities (e.g., finance, economic, climate and environment ministries) in supporting the transition and managing fiscal and economic impacts.

The Policy Fellow will provide policymakers with a tailored evidence base, technical implementation guidance and the policy narratives to implement far-reaching reforms to deliver sustainable, inclusive and resilient economies and financial systems across Europe. They will conduct rigorous research and policy analysis and develop policy proposals to inform the decisions of fiscal and domestic economic policy authorities, as well as other official sector decision makers and stakeholders. They will prepare and contribute to high-quality research-based policy reports, briefing papers, and presentations on the role of finance and economic ministries in the economic transition, and independently lead development of related outputs, as well as build and maintain relationships particularly among fiscal and economic policy- and decision makers, including at finance and economic policy ministries, and international financial organisations and networks,

Candidates will have a Masters degree in environmental economics/policy, sustainable finance, economics, finance, management, law or a closely related field by the post start date. Candidates should also have strong knowledge of the field of fiscal and domestic economic policy, and related climate and environmental policy questions, ideally with application to revenue policies, in particular taxes, and expenditure policies, and ‘blended’ public and private finance models, ideally in the European or EMDE context, as well as experience of directly engaging with or working within economic and finance ministries in Europe or overseas on issues relating to environmental degradation and economic transition. Candidates will also have a strong publication track record of policy and research publications, or professional experience developing policies and implementation guidance on the role of economic and fiscal authorities in the context of environmental degradation and economic transition.
